Sam Harper's extensive experience encompasses energy procurement for major manufacturing operations, utility regulation, ISO/RTO governance, renewable energy development and power purchase agreements, wholesale market contracting and settlements, and industrial demand response.





Before consulting, Harper was the Director of Energy of North American operations at Gerdau, a major steel producer. His roles at Gerdau from 2013 to 2022 also included Regional Energy Manager and Assistant Vice President of Operations for Gerdau's subsidiary load-serving entity. His responsibilities encompassed demand response operations, RTO/ISO stakeholder processes, utility regulatory intervention, commercial energy contract negotiations, commodity risk management, achieving corporate environmental goals, and renewable energy development.


From 2016 to 2021, Harper was elected annually to the Board of Directors of the Electric Reliability Council of Texas (ERCOT). He served on the Human Resources and Governance Committee and was elected Vice-Chair in 2021. He served during the Storm Uri reliability crisis in February 2021 and its aftermath. Harper also served on the Advisory Board for the Renewable Development Fund of Minnesota from 2017 to 2020, overseeing the prudent award and execution of renewable energy grants aligned with state policy goals.


From 2008 to 2013, Harper worked at ArcelorMittal, a global steel producer, finishing as the Sourcing Manager of Electricity for US Operations. During this period, he created and managed a load-serving entity and curtailment service provider in the PJM territory.


Harper earned a Bachelor of Science degree in Business Administration from the University of Illinois at Urbana-Champaign in 2008, graduating with Honors.
